Minutes of November 18, 2015 adopted.

Plastic Bags regulations:   Joan Malkin and Samantha Look came before the Board to request Board support for a Town bylaw banning the use of flimsy plastic bags in retail establishments.  A list of “Frequently Asked Questions” to clarify the rationale and the terms of the proposed bylaw was provided to the Board.  They hoped to be able to hold public hearings in advance of Town Meeting, and to bring proposed bylaw language to the warrant in all six Island towns with the recommendation of Boards of Selectmen, Boards of Health, and Conservation Commissions.  The Chilmark Conservation Commission has already indicated its support for this initiative.  Matt Poole moved, and Katie Carroll seconded a motion to sponsor the proposal in concept.  The Board looks forward to engaging with the bylaw proponents on specific language of a draft bylaw.

Shapiro, 20 Quitsa Lane, (33-39)  The Board noted that the plan accompanying the well replacement permit application shows the replacement well at a lesser separation from the abutter’s property line than the existing well.  The Board asked that the new well be drilled at the same separation as the old well, and will also require a letter from the property owner acknowledging that the separation between the septic leach field and the locus well is less than what is required by Chilmark BOH regulations.

Kenney, 45 Beach Road (2-3): Cody Coutinho presented a revised proposed septic tie-in plan for a proposed gym that needs to be served by a “studio” flow.  There will be check-valves in the system.  The Board approved the revision.

Lurie, 2 Gosnolds Way (14-1.2A)  The Board had questions remaining questions regarding a proposed septic plan revision and postponed action on the application.

Perc Test Season:  The Board decided to open the perc test season.

McDowell, 12 Old Nursery Lane (7-9)   The Board approved a well replacement permit application. The old well will be properly abandoned in accordance with private drinking water guidelines.

Draft position descriptions for Administrator/Inspector- BOH and PWS Operator T1 & VSS:  The Board reviewed draft position descriptions prepared by Marina Lent, and asked that she forward these to the Human Resources Board of Chilmark.

Septic System Certificate of Compliance:  Martin, Nab’s Corner homesite (11-46.2);

Well Completion Reports:  Goldberg, 18 Peaked Hill Road (25-13);

Title 5 Official Inspection Report:  Maloney, 16 Rockrose Path (18-114); Pratt, 128 Old Farm Road (3-35 & 36);

Temporary Food Event Permit:  Harvest of the Month Taste Test 12/8/2015 12:15 to 12:45, Kale stems;  

Invoices:  The Board approved the following invoices for payment:

  • Reimburse Marina Lent travel to C&I Agents meeting 11/20/2015  $17
  • MVRD SEMASS $12
